課程概述

This course provides an overview of health policy, management and organization, and health and behavioral sciences. Topics to be covered include fundamental theories in those specific fields and their applications.

The first half of the class will be focused health policy and management. Key topics include problems identification, policy planning, implementation, and evaluation, management process, organizational behavior in health care, and health care of quality management.

The second half of the class will be focused on behavioral science. The course will apply the Social Ecological Model to introduce students with health determinants at different levels. Additionally, this course will provide students with basic understanding on the contents and application of several important health behavior theories. In the final part of the course, student will learn how to plan, implement, and evaluate public health programs in the community. The importance of cultural competency in the field of public health will also be discussed

At the end of the course the students are expected to:
1. Discuss the means by which structural bias, social inequities and racism undermine health and create challenges to achieving health equity at organizational, community and societal levels (MPH-D6)
2. Assess population needs, assets and capacities that affect communities’ health (MPH-D7)
3. Apply awareness of cultural values and practices to the design or implementation of public health policies or programs (MPH-D8)
4. Explain basic principles and tools of budget and resource management (MPH-10)
5. Discuss multiple dimensions of the policy-making process, including the roles of ethics and evidence (MPH-D12)
6. Propose strategies to identify stakeholders and build coalitions and partnerships for influencing public health outcomes (MPH-D13)
7. Evaluate policies for their impact on public health and health equity (MPH-15)
8. Apply principles of leadership, governance and management, which include creating a vision, empowering others, fostering collaboration and guiding decision making (MPH-D16)
9. Apply negotiation and mediation skills to address organizational or community challenges (MPH-D17)
10. Describe the importance of cultural competence in communicating public health content (MPH-D20) 
課程要求
The students are expected to:
1. Have read assigned articles before class and actively participate in class discussion.
2. Finish two individual write-up assignments for (1) proposing a stakeholder analysis for a specific health policy and (2) identifying assets, needs, and social determinants that impact community health. Each write-up is 3–5 pages.
3. Complete two short papers that each addresses a public health topic in (1) health policy and management, and (2) behavioral science. Two lists of topics in those two fields will be provided at the beginning of the semester. Students will select one for each of their own interests. Papers are 8-10 pages, 1.5 lined-space (Mandarin Chinese) or double spaced (English).
